This website provides a venue to distribute ALP project updates and resources to interested members of the public as well as users and tenants at RBD. This website will be updated with project deliverables as the ALP project progresses.

About Dallas Executive Airport

Located less than 10 miles south of downtown, Dallas Executive Airport (RBD) is a modern general aviation facility owned by the City of Dallas. Covering more than 1,000 acres, RBD offers quick access to the city’s premier destinations and serves as a convenient, efficient gateway for corporate, private, and business aviation. The airport is a vital asset for regional connectivity and future growth.

Understanding an Airport Layout Plan (ALP)

An Airport Layout Plan (ALP) is a comprehensive planning document that illustrates both the current and future layout of an airport. It serves as a blueprint for airport development, ensuring that all proposed changes or improvements meet safety standards, operational requirements, and long-term growth objectives.

While the term “Airport Layout Plan” refers to a detailed set of drawings of the airport, it is supported by an extensive narrative report that summarizes the planning process and its results. Airports are required to have and maintain a current ALP in order to be eligible to receive grant funding for airport capital projects.

ALP Process

The development of an Airport Layout Plan follows a prescribed process established by the Federal Aviation Administration (FAA) and the Texas Department of Transportation - Aviation Division (TxDOT - Aviation). The process is summarized in the graphic below.  The project includes a detailed inventory of existing airport facilities, a forecast of future aeronautical activity, an analysis of future facility needs, an evaluation of improvement alternatives, and the development of a Capital Improvement Program (CIP).

Deliverables

Draft deliverables for the Airport Layout Plan will be posted in this section once they are developed.
